My question is whether he must necessarily block €7,380 with the AVI or if he can issue the AVI from his current account.

An AVI, Irrevocable Transfer Certificate, is not necessarily in a blocked account, as we have already seen in the characteristics of a good AVI.
Now, if your brother has the means, it’s better to create a blocked account for your AVI. If he does not wish to do so for his own reasons, he should discuss with his bank, which will decide whether or not it can issue him an AVI based on his solvency.
