I have a question about AVIs. My partner is Lebanese, she works in Qatar. She was accepted into a university in Paris but her visa was refused twice for financial reasons. Even though she had two guarantors (my father and me) whose resources were well above the minimum.
My first question: is it a good idea for me to make an AVI for her? She cannot have a bank account in Qatar, can we make an AVI without her having an account? I saw that the certificate model you provide does not indicate a bank for the student.
My other question is about companies like Studely, etc. I have seen a lot of bad reviews for Studely. I sent an email to VISA ETUDE FRANCE which might be better. But do you have reliable feedback on this? I can’t find any and I’m afraid they might be scams.

The model just provides one possibility in case it is the guarantor who does it using their own bank account. In this case, it is the bank that guarantees the solvency of its client. It will be difficult, if not impossible, to establish such a certificate with a bank in France.
The most important thing in all cases, as I have explained well in the article, is to have the three characteristics: an amount (1) will be transferred permanently (2) and irrevocably (3) for 12 months.

But both are authorised actors for issuing an AVI in France.
For the first refusal, the reason was: « You have not provided proof that you have sufficient resources to cover all your expenses during your stay in France. » For the second, the same reason + The information provided to justify the purpose and conditions of the intended stay is incomplete and/or unreliable.
With the second application, we provided a letter detailing the amounts of money from both guarantors and the reasons for the trip (studies, etc.). So absolutely everything was justified… It was two different consular officers who handled the two applications…
Regarding the AVI, she will finally be able to open a bank account in Qatar! And one of the two guarantors has a bank that can provide the certificate. I believe you just need to give them a copy of the passport, the account numbers, and an address in Qatar, right?
Additionally, we have asked the university to give us an extra document to show that she is expected at the university, etc…

It is not enough to have a letter detailing « the amounts of money from both guarantors. » Anyone can write a detailed letter. It is necessary to demonstrate unambiguously that she will have enough money to finance her studies in France. In this case, an irrevocable transfer certificate could be one of the solutions.

She did not receive reason 4, so I don’t see why another document from Paris Sorbonne is needed. Until proven otherwise, the consulate has not disputed the fact that she is coming for her studies.
My partner was able to open a bank account in Qatar, where the money can be sent.
The problem is that the two banks in France (mine and that of the other possible guarantor) do not provide an IRREVOCABLE certificate. We can issue a certificate for a permanent transfer for one year, etc. But not in an irrevocable manner… They do not want to take the risk.

I’m sorry for you… It’s really annoying. I know someone in Qatar who was refused for financial reasons even though he had a bank account in Qatar with 30,000 DOLLARS IN IT!!! And he has his Lebanese wife who already lives in France. It’s ridiculous, they really don’t want to give anything…
Try sending an email to the Institut Français, Campus France to explain the situation.
