Indeed, Société Générale Côte d’Ivoire issued me a certificate of permanent transfer stating that I have ordered a permanent and irrevocable monthly transfer of 630 euros. Subsequently, they mentioned study fees, as if it were for study fees. Could this cause me any problems? If so, what should I do knowing that they refuse to issue me another certificate? I have been admitted to a public university with tuition fees of 243 euros.

Given that your tuition fees are 243 euros per year, I don’t see any difficulty with this irrevocable transfer certificate issued by Société Générale. In any case, « study fees » in the strict sense does not mean « tuition fees/registration fees », but can take a broader form to include tuition fees/registration fees plus living expenses (monthly expenses) for your studies in France.
