If you wish to study in Belgium, you can go through Studely for an AVI (Attestation de Versement Irrévocable). Which country are you based in? Local banks can be a good option, inquire at the Belgian embassy in your country to find out the certified organisations for the procedure.
An attestation de virement irrévocable is provided by a bank or financial institution against a blocked account in the beneficiary’s name. There are several types of blocked accounts, and the AVI can be considered as proof of the existence of this blocked account, where the specific conditions of blocking and unblocking are specified.
Generally, in the context of a blocked account for studies, the money must only be deposited into an account in the student’s name (in case of visa approval). In case of visa refusal, in principle, it is the original issuing account that is recredited. Therefore, the only way for the guarantor to access the money would be if the student transfers the money back to them once received, and even then, it should be noted that in most specialised organisations, the transfer is monthly.
