Reapplying after a first refusal is quite a common practice. Now, the question to ask is not about the normality of reapplying, but rather what are your chances of getting the visa this time?
When a student receives a refusal for reason 4, we recommend that the student first attempts to know their SCAC opinion before any new attempt to reapply.
